About the Project
The East Rail Line is a 22.8-mile commuter rail transit corridor between Union Station and Denver International Airport. The East Rail Line travels through employment areas and neighborhoods along the Interstate 70 East Corridor, including River North, Cole, Elyria-Swansea, Clayton, North Park Hill, Stapleton, Morris Heights, Gateway, Montbello and Green Valley Ranch. The line has five intermediate stations, located at 38th and Blake streets, 40th Avenue and Colorado Boulevard, Central Park Boulevard, Peoria Street, and Airport Boulevard and 40th Avenue.
The Environmental Impact Statement for the East Rail Line began in 2003 in conjunction with the Colorado Department of Transportation to study improvements to I-70 East. In mid-2006, the project separated into the transit portion and the highway portion. The project team completed the Final Environmental Impact Statement (FEIS) for the East Rail Line in 2009. The FEIS culminated a comprehensive screening, analysis and extensive public involvement process.
The U.S. Federal Transit Administration approved the East Rail Line in 2009 when it issued a Record of Decision. Final Design began in 2010 and construction began in 2011. The East Rail Line is scheduled to begin service in 2016.

Construction, testing and commissioning, and opening to the public
The East Rail Line commuter train to the airport is under full construction as part of the RTD FasTracks Eagle P3 Project, which is also building the Gold Line to Arvada and Wheat Ridge, and the Northwest Rail Westminster Segment.
Final design is virtually completed. The design and construction is being done by a concessionaire team called Denver Transit Partners (DTP), which has a 34-year agreement with RTD to design, build, finance, operate and maintain these rail lines. This public-private partnership, the first of its kind in the United States, brought the Eagle P3 rail lines under contract for $305 million less than RTD's internal budget estimate. DTP's equity partners are Fluor Enterprises Inc., John Laing Investments and Uberior Infrastructure Investments.
Denver Transit Partners' affiliate, Denver Transit Constructors, is the design-build contractor and is composed of Fluor, Ames Construction and Balfour Beatty Rail Inc.
