Eagle P3 ProjectThe P3 Project comprises elements of Design, Build, Finance, Operation and Maintenance (DBFOM). The project will be delivered and operated under a form of concession agreement that RTD will enter into with a lead business entity "Concessionaire" that will be selected through a competitive proposal process.
The P3 will allow RTD to partner with a private company or consortium to Design-Build-Operate-Maintain-Finance the East Corridor, Gold Line and commuter rail maintenance facility projects under a single contract. In a PPP RTD will retain all assets while shifting much of the risk of providing the projects to the private partner or consortium. In return, RTD would make lease payments to the private partner, allowing the agency to spread out large upfront costs over a longer period of time, much like a 30-year mortgage versus a 15-year mortgage.
East Corridor, Gold Line and the Commuter Rail Maintenance Facility (CRMF) - will be designed and built by the Concessionaire. The Northwest Rail and North Metro corridors will be designed and built by others. The Concessionaire will provide and maintain the rail vehicles for all four commuter rail corridors. The Concessionaire will also operate and maintain the East Corridor and the Gold Line as well as an initial segment of the Northwest Rail line, assuring safe and reliable commuter rail service for 29 years. In addition, the Concessionaire will arrange financing for the project and receive payments based on their performance of the operation and maintenance of the Project. As RTD has been developing the Request for Proposal (RFP) for the Eagle P3 Project, Stakeholders were asked to participate in an online survey designed to seek input into the RFP. Staff evaluated the input and determined what is appropriate to incorporate into the RFP. Click here for a summary of the P3 RFP Input Survey.
RTD has now completed a first draft of the RFP and has issued this to the prequalified teams for their review and comment. This approach has become standard practice for projects of this nature to assure that the latest thoughts and innovations that the industry has developed are allowed for in the project. RTD is also reviewing key elements of the RFP with affected stakeholders as well as the federal agencies that will provide funding and oversight.
